You are prompted to find this treasure by the The Dragon's Treasure quest from Horn the Roughneck at Cursed Lands camp.
The treasure is located on the far side of the Drakefang Isle. On the way there you will have to fight or sneak past level 38-40 monsters. The treasure is guarded by a level 38 regular mob.
